Dr. Robin J. Hooper, LLB, LLM, PHD, FRSA, LARTPI
Chairman
Dr Robin Hooper LLB, LARTPI, LLM, PhD, FRSA has been working on planning and development across the country for over 30 years. He has worked with a number of nationally known companies including BT, Royal Bank of Scotland, and Lloyds Bank across the U.K. on major development and other projects. He has also dealt with planning matters across a full range of activities, from gaining planning permission to appeals and dealing with the development itself. He was also a Chief Executive of Councils across England.
Robin has been involved with making developments happen, such as major town centre regeneration schemes, employment sites, leisure developments, housing schemes, and many others. He is known for implementing business transformation projects for corporate and individual recovery situations. He also advised national and local clients on many legal projects when he served as a Director of a top fifty national law firm.
John Peters
Managing DIRECTOR
As Managing Director, John oversees the day-to-day operations of HEAL Planning and Developments. Working closely with the senior management team across the company’s multiple offices, he ensures that all new and existing clients receive a consistently high standard of service, with a strong belief that attention to detail underpins long-term success. With experience at Director level within national and corporate organisations, John brings a broad understanding of planning matters and a proven track record of helping clients achieve positive outcomes.
John also produces clear, up-to-date video content explaining the planning system, appeals process, policy updates, and recent case decisions. These resources are designed to support homeowners, professionals, and developers in understanding their options and navigating the planning process with confidence. To date, John has produced over 300 unique planning-related videos and case studies, published across the HEAL Planning website and YouTube channel.
John Brown BSc (Hons)
Planning Director
John Brown is Planning Director at HEAL Planning, based at the company’s Grove House offices. In this role, John oversees and manages the delivery of the planning services offered across the business, ensuring the highest standards of quality, consistency and commercial robustness for clients.
John brings over 35 years of development and regeneration experience, having held senior land, planning and managing director positions with both regional and national developers. He has worked extensively with housing associations and private developers, developing a strong reputation for solving complex land and planning challenges and securing successful, implementable planning consents.
His experience spans open market and affordable housing, complex apartment schemes and large-scale planning-led regeneration projects. John has a thorough understanding of the full planning, development and construction process, with significant expertise in site finding, appraisal, negotiation and delivery, both pre- and post-contract.
A key strength John brings to HEAL Planning is his practical, detail-driven approach. His extensive construction experience enables him to secure robust planning permissions that are capable of being implemented on site, often avoiding unnecessary and time-consuming pre-commencement conditions that can delay delivery and increase costs.
John is highly regarded for his ability to communicate effectively at all levels, working closely with residents, clients, consultants, contractors and internal teams. His leadership and hands-on experience play a key role in strengthening HEAL Planning’s capability to take on larger and more complex instructions, supporting the continued growth of the business and its ability to deliver at the highest level for clients.

HEAL Organisation and Structure
As an organisation, we operate across two office locations in Shrewsbury town centre, supported by additional remote case workers based throughout England and Wales.
Our head office is located at 11 St Mary’s Place. This is where the Managing Director and Chairman are based, alongside our Case Assessment and New Case Support teams, as well as our HR and Accounts departments. The St Mary’s Place office also accommodates client meetings for those who wish to meet in person to discuss their projects.
Our second office houses the Planning Director, Planning Appeals team and Planning Applications team. This location also includes additional desk space for remote case workers to hot-desk as and when required.
