Lawful Development Certificate Approved – Small HMO (C4) Regularised by Camden Council

We successfully secured a Lawful Development Certificate (LDC) under Section 191 of the Town and Country Planning Act 1990 to regularise the historic use of a property as a small House in Multiple Occupation (HMO) – Class C4, in Camden.

The applicants had converted the property into a single dwelling (C3), believing the property had C4 status and that the change was permitted development. However, the local authority had previously refused an application due to insufficient evidence.

Rather than appeal a weak case, our specialist planning team at HEAL Planning submitted a new, detailed LDC application, backed by extensive and credible evidence including:

Statutory declarations from the previous owner, a long-term tenant, and the current applicants.

Tenancy agreements dating from 2010–2021.

Supporting photographs, floor plans, and correspondence to confirm the lawful HMO use.

Thanks to our meticulous approach and strong documentation, Camden Council granted the Certificate on 1st March, confirming the use was lawful on the balance of probabilities.

This case is a powerful reminder that evidence, accuracy, and professional support are essential in any LDC application.
